The core of HUNGRAIL’s professional activities is the work done under the framework of permanent committees based on a wide range of professional experience and expertise. With the cooperation of the committees the Association is able to answer all complex matters relating to railways, and recommends a solution, that considers the interests of all parties involved.

Rail Cargo Freight Committee

After the complete market liberalization in Hungary the number of players had changed. Data exchange, the importance of interoperability has increased and the competition is stiffer compared to other forms of cargo freight.
The committee evaluates the guidelines and decrees of the EU, also the Hungarian rail laws, current regulations, law and action plans. On these it elaborates Association’s opinions regarding the questions of cargo freight.

Passanger Transport Committee

Members of HUNGRAIL serve almost 150 million passengers annually. In order to have more passengers choose rail travel or public transport the quality of the service must be raised, passenger right must be adequately ensured and the harmonization of different forms of travel is a must. The passenger transport committee helps the work of decision makers. The committee works out suggestions for the support of the measures necessary for the service quality enhancement. It considers both the interests of members and passengers when considering legislation drafts and forming opinions.

Infrastructure Committee

The biggest challenge infrastructure-operators are facing is the stable financing of a successful, price efficient and high quality railway infrastructure, an access fee calculation which serves both the competitive operation and development. During the last few decades Hungarian railways faced unstable and insufficient financing, which led to lag in maintenance and low service quality. Their management needs reforms. The basis of the long term (financial) planning must be multi-year contracts. The Infrastructure Committee regularly works out opinions and commences agreements with political decision makers. The committee includes track operators, rail companies and integrated companies.

Legal and Ethical Committee

The committee provides assistance to members of the association in all relevant questions and matters which require legal knowledge, notifies the members of new international and national legislations, and helps in peacefully resolving legal questions between members.

International and Priority Matters Committee

Its function entails the preparation of effective representative work at international organizations, and an active participation in tasks related to the EU membership. The committee also handles and coordinates high priority cases. It obtains up-to-date information on international events, decisions, legislations and forwards those to our members. Calls attention to the tasks outlined by the EU. Builds relationships with similar international organizations, passes the opinion of the Hungarian railway sector to the relevant forums. If possible, finds mutually acceptable common ground with organizations of other countries. Reacts to those governmental or EU measures, that affect the competitiveness of the Hungarian railway sector, and involves international organizations.

Communications Committee

The Communications Committee determines the major guidelines of the association’s communication activities, channels, current and permanents massages. With its suggestions it helps HUNGRAIL’s image building, growth in recognition and increase in its prestige. Ensures publicity for professional opinions on the railway sector. Forms a communicational cooperation between members regarding the news of the association’s life, professional arguments and opinions, in order to supply the members with constant and fresh information. Helps the flow of relevant information for members, sourcing from member companies, and ensures publicity on the association’s website, different publications and national and professional media surfaces. Draws the member companies’ attention to questions which require public support, and sets with what communication tools and tone HUNGRAIL should address different target groups.

Ad-Hoc Dangerous Cargo Committee

The Dangerous Cargo Ad Hoc Committee was formed in February 2013, in order to enhance the professional representational activities of HUNGRAIL in the field of dangerous cargo freight. As a preparation for the rail safety action plan, the Committee will determine how the controlling activity of National Directorate General for Disaster Management will fit best into the activities of rail cargo freight, without harming the freight system.
